The Middle East Neighbourhood. Friends, Foes and Fragile Alliances

Nearly a decade has elapsed since the collapse of the Oslo Process. Israel and the Palestinian Authority have so far failed to reach an agreement, despite repeated attempts to find a solution to the Arab- Israeli dispute. Jordan and Egypt have remained committed to their respective peace agreements with Israel, despite the ebb and flow of violence in the region, but their leadership is embattled and in Egypt it faces a difficult succession struggle. Israel's radical adversaries feel empowered in their struggle to assert their leadership locally against more moderate forces and in their efforts against Israel. While Israel's relations with the Arab world have considerably deteriorated, the looming threat of a nuclear Iran has pulled otherwise hostile governments together and created new opportunities. Meanwhile, Israel's traditional friendships - Turkey and the European Union - have been under pressure. In this environment, what foreign policy is Israel pursuing? What goals does it seek to achieve? What challenges can it hope to meet?

 

Dr Emanuele Ottolenghi
Dr Emanuele Ottolenghi is Senior Fellow of the Foundation for Defense of Democracies in Brussels. A political scientist by training, he came to Brussels as the executive director of the Transatlantic Institute in 2006 after having previously taught Israel Studies at the Oxford Centre for Hebrew and Jewish Studies and at the Middle East Centre of St. Antony’s College, Oxford University. He obtained his Ph.D. at the Hebrew University of Jerusalem and did his undergraduate studies at the University of Bologna.
He is a frequent commentator on Israeli domestic politics, the Arab-Israeli conflict, and Europe’s Middle East policy. His columns have appeared on Newsday, Commentary, the National Review Online, The Middle East Quarterly, the Jewish Chronicle, The Guardian, The Daily Mirror; European publications such as Die Welt, Il Corriere del Ticino, L’Unità, il Foglio and Libero. He writes regularly for Italian newspapers such as Il Riformista, Liberal, Il Foglio, and Rome’s Jewish Monthly, Shalom. He has a column in the British monthly, Standpoint Magazine and blogs on Contentions, the Blog of Commentary Magazine.
 
His areas of expertise are: Israel (domestic politics, constitutional issues, political trends, elections), Arab-Israeli conflict, Iran, terrorism and security issues, Italian foreign policy, EU Middle East foreign policy, and Transatlantic Relations.
